Decision Making Process in PPP Projects

In master´s thesis I deal with analysing of decision-making in PPP projects and searching for an optimal solutions. On an example of hypothetical project there is shown a decision making process which consists from three main parts: cost evaluation, revenue evaluation and risk identification. The result of this analyse is based on a public sector comparator where you can demonostrate suitability or unsuitability of particular PPP offers coming from private sphere.

Cost planning of PPP projects in the Czech Republic

English The thesis explores the topic of cost planning of Public-Private-Partnership (PPP) projects in the Czech Republic, especially with respect to institutional settings and road infrastructure. First, the PPP concept is introduced from a theoretical perspective and compared to traditional public procurement. Then the financing of PPP projects is discussed in the context of project finance and the European PPP market. The main part of the thesis focuses on public procurement of road infrastructure and the advantages of the PPP organizational structure. Initially, flaws of the procurement institutions are identified and a number of solutions suggested. The solutions cover four main areas: improvement of procurement laws, better qualifications of public officials, strategic planning of needed roads and asset management perspective on the existing infrastructure. The question whether Czech institutions are hindering the potential of PPP projects is answered positively. Follows a thorough empirical analysis of a World Bank PPP model for highways through a Monte Carlo simulation. A particular case of R35 motorway is evaluated as a PPP project and key drivers of public and private NPV are identified and compared across three different scenarios. Partnership between private and public sector generace several advantages for both sides, but also disadvantages and potentialrisks. However, PPP projects are becoming the part of almost every more developed country. In this bachelor thesis, we will talk about PPP projects theory in general and then we will compare motorway R1 built according to PPP with the motorway D3 built by traditional approach.

Analysis of the PPP project in ensuring restrictive function of the state

This dissertation examines the possibility of private sector involvement in financing the Czech prison system. In the Western World, this form of provision has now become common practice. The paper explores the possibilities of both full and partial participation of the private sector in the provision of one of the restrictive services that in the Czech Republic are delivered exclusively by the state. The theoretical section discusses different alternatives regarding the financial provision through public-private partnerships (PPP projects). These are viewed as part of a wider and comprehensive area of public contracting. Due to the absence of this form of provision in the Czech Republic, all information regarding this alternative has been sourced from foreign prison systems where private forms of prison service have a long tradition (e.g. the concept of privatization by Charles Logan). The findings are then applied and compared with the foundations of the Czech prison system (whose primary role is security and specialist provision) with respect to the economic efficiency of the whole system. A case study is presented which outlines different projections regarding operating costs in a sample of three American prisons with the aim to compare the estimated and real costs depending on the form of provision, i.e. by state or through private management. The research section of the dissertation uses data from the Feasibility study of building a private prison in the Czech Republic. Using calculated values, CBA analysis is employed to evaluate three possible alternatives of financing the construction of a private prison. To evaluate the costs, the following methods were used: the Public Sector Comparator, the DBFO model (Design -- Build -- Finance -- Organize) and the BOT model (Build -- Organize -- Transfer) which primarily utilizes the work potential of prisoners in relation to the increase of return on investment in penitentiary provision. The results of the BOT model showed that the mere existence of participation of a private partner in the Czech prison system can be beneficial as it introduces an important element of competition and basic principles of market economy into the system. However, greater efficiency can only be achieved provided that a more efficient system of settlement of outstanding debts of prisoners is employed. This requires a more sophisticated policy for employing prisoners.
Business methods regarding export of capital goods

This bachelor thesis is devoted to the analysis of business methods regarding export of capital goods, particularly of tenders and PPP projects. Due to the longevity, complex relationships and financial demands regarding exports of capital goods, the thesis also focuses on methods of financing export of capital goods. Legislation regulating public procurement and PPP projects at the global, European and national level is also mentioned. Recently, Czech exporters get increasingly involved in the international supply of capital goods, many domestic enterprises in the role of general contractor. I will introduce several successful exporters of capital goods and also focus on export opportunities for Czech companies.
